An untimely death due to cardiac arrest occurred to a retired Jagna Election Officer II Atty. Froilan Galon Karaan at the Cong. Teodoro B. Galagar District Hospital early morning on October 14.


Atty. Karaan who just celebrated his 70th birthday on October 5, served Jagna Comelec office for eight years from September 1992 until his retirement on December 31, 2000.

He was also able to serve the town of Duero for the same position for more than twenty years prior to his assignment in Jagna.

Froy as he was fondly called by close friends and relatives was born in Tagbilaran City and earned his bachelor’s degree in Law at the then Rafael Palma College. He hurdled the bar in 1964 and few years later married the former Sylvia Rufiño, a public school teacher of barangay Bunga Mar this town.

The deceased is survived by his wife Sylvia, who is now a retiree and by their four children who are now all professionals.

The eldest Emmanuel works as Chief Engineer at the regional office of the National Transmission Commission (Transco) in Cebu City. Melinda, the only girl works as a nurse in Ireland together with her family. Junjun is a 3rd mate officer of a foreign vessel while the youngest Edward is a diocesan priest who just recently finished his Iuris Canonici Licentiatus (JCL) in Spain.

Atty. Karaan has two living sisters in Tagbilaran city namely Ms. Angelita Palileo and Ms. Violy Sanchez. The schedule of his interment has not been finalized. (Gregorio A. Tavera)
