Jagna Starts Crafting Citizen's Charter PDF Print E-mail
Monday, 04 May 2009
The Local Government Unit (LGU) of Jagna has started crafting its own Citizen’s Charter after the concerned frontline service providers acquainted themselves on Republic Act 9485 otherwise known as the Anti-Red Tape Act of 2007 very recently.
Although Jagna has already implemented the one-stop-shop in the yearly renewal of business permits for the last five years, with the citizen's charter, the public can follow more clearly the steps of the services offered and easily identify the loopholes in the given system.

Expectedly, LGU-Jagna’s anti-red tape programs will include assessment and streamlining of frontline services, development and implementation of an output-based performance evaluation system.
This will likewise include the publication in billboards of the Citizen's Charter, putting up of technology-based support systems that would immediately address client complaints and requests for assistance, conduct of dialogues with stakeholders on enhancement of services, and setting up of mechanisms to eliminate fixers and fixing activities.
R.A.9485 was signed into law by President Gloria Macapagal Arroyo last June 2, 2007 as a measure to prevent graft and corruption as well as supports streamlining the bureaucracy.
The said law requires government offices including local government units and government-owned and controlled corporations to expedite transactions and assess regularly as well as upgrade their frontline services.
The Act also states that heads of government offices are accountable to the public in rendering fast, efficient, convenient and reliable services.
It also requires agencies concerned to work the transactions within 5 working days in simple transactions while those in complex cases, a minimum of 10 days.
With regards to the number of signatories in any document, it limits to a maximum of 5 signatures only by the officials who supervises the office.

Jagna’s Municipal Local Government Operations Officer (MLGOO) IV Ma. Reina Quilas will serve as the facilitator during the crafting period.
